The Department of Redevelopment is
created by local ordinance, as permitted under
Indiana Code 36-4-9,
36-7-14 and
36-7-14.5
Under state law, the department is
controlled by five commissioners, three of whom are appointed by the
mayor and two of whom are appointed by the City Council.
State law grants the Redevelopment
Commission the authority to issue bonds, to raise funds to carry out
programs and create a property tax levy to retire bonds. The debts
incurred by the Redevelopment Commission are subject to City Council
review and
Indiana Code 36-1-15, which limits the debt a municipality may
incur.
The Jeffersonville Department of
Redevelopment manages the city's Tax Increment Finance Districts and
its
Certified Technology Park finances. The
Department of Redevelopment's staff also manages the city's Urban
Enterprise Zones on behalf of the Jeffersonville Urban Enterprise
Association and the city's Revolving Loan Fund on behalf of the
Revolving Loan Committee, as a dedicated full-time staff is not
required for those programs.
The Department of Redevelopment has also
initiated several business development programs, including Grow

Since December 2009,
the Jeffersonville Urban Enterprise
Association's projects have ranged from an
$185,000 contribution to the local match for
$3.1 million in improvements to Salem-Noble Road
to contributing $4,000 each to the efforts of
the Cherry Hill, Franklin Commons and Rose Hill
neighborhood associations.

On Wednesday, July 14, 2010 the
Jeffersonville Redevelopment Commission voted to spend $225,000 in
tax increment finance funds to purchase the property at 927 Indiana
Ave., formerly the site of Andy Hampton Auto Sales. The used car lot
went out of business following the flooding that occurred on Aug. 4,
2009.
The city plans remove the lot's
structures and pavement, transforming it into a green space and a
more attractive gateway to the city, leading to the intersection of
Tenth and Spring streets. The park will connect with the West Ninth
Street park that will serve as the headwaters of the canal.
The
Jeffersonville Redevelopment Commission has selected Atlanta-based
Thompson Dawson Real Estate Services and Dallas-based
Matthews Southwest as finalists to become the city's Canal
District development partner.
The firms will now prepare development
proposals for the Redevelopment Commission's review.
The downtown canal is being constructed
as part of the city's
Combined Sewer Overflow Long Term Control Plan.
One Southern Indiana issued a
report on Wednesday, June 9, 2010 showing seven corporate
expansions in Jeffersonville since July 2009, representing 210 new
jobs and $7.44 million in new payroll, or about $35,400 per job.
The Jeffersonville Redevelopment
Commission meets at 5:30 p.m. on the second Wednesday of each month
in the Mayor's Conference Room at City Hall, 500 Quartermaster Ct.
The Jeffersonville Redevelopment
Authority meets only when called, generally two or three times per
year. All 2010 meetings will be posted in advance, per
Indiana Code 5-14-1.5.
Grow Jeffersonville is a business
networking group founded by the City of Jeffersonville in 2009. It
meets from 5 to 7 p.m. on the second Thursday of each month at the
Sheraton Louisville Riverside Hotel, 700 West Riverside Drive.
