The City of Jeffersonville provide storm
water management under the authority granted by
Indiana Code 36-9-27.
Jeffersonville residents living outside
the Oak Park Conservancy District pay a $3.50 monthly drainage fee
(included on sewer bills) to help with storm water improvement
projects. Residents who live in the Oak Park Conservancy District
pay a drainage fee to the district on their annual bills and the
district is responsible for drainage improvements there. Businesses
pay a higher drainage fee, based on the amount of impervious surface
(a surface which does not permit water to seep through to the soil,
such as concrete, asphalt or a building) they have.
Storm water management is an
administrative function of the City Engineer, governed by local
ordinances for
Drainage (2006-OR-20),
Qualified Professional Certification (2010-OR-012),
Post-Construction Storm Water Management (2005-OR-65),
Stormwater Illicit Discharge Control
(2004-OR-055) and
Construction Site Runoff Control (2004-OR-56).
The Jeffersonville Drainage Board meets
at 5:30 p.m. on the first and third Tuesdays of each month in the
Mayor's Conference Room at City Hall, 500 Quartermaster Ct.
Residential Rain Garden Incentive Program
During its July 19, 2011 meeting, the
Jeffersonville Drainage Board Approved an appropriation of $5,000
for a Residential Rain Garden Incentive Program for Jeffersonville
residents. Through an
application and
agreement process, residents can qualify for up to $250 to help
pay for the development of a rain garden on their property.
By participating in the incentive
program, residents agree to utilize plants appropriate for rain
gardens and acceptable to the city, permit the use of the rain
garden for promotion purposes (such as photos or videos) and agree
to maintain the garden for a minimum of three years.
The city's Rain Garden Manual (published
below) provides assistance in design and cost estimates. Stormwater
Coordinator Deb Ashack (812-280-3885) is also available to provide
design assistance at no cost and will answer questions about the
application and approval processes.
The Storm Water Department has published
a manual to help property owners learn more about how to establish
rain gardens in Jeffersonville.
During Permit Term 2 of the City of
Jeffersonville's
National Pollutant Discharge Elimination System (NPDES) Storm
Water Permit, a public awareness survey was conducted by the
Southern Indiana Storm Water Advisory Committee and completed in
August 2010. The survey, conducted by Horizon InSight on behalf of
the Southern Indiana Storm Water Advisory Committee, included 451
telephone interviews with community constituents during the spring
and summer of 2010.
The survey's results showed an increase
in storm water knowledge regarding storm drains flowing directly
into streams, the prohibition of certain types of dumping into storm
drains and the importance of construction site erosion control.
The survey results will be analyzed for
use in tailoring education and outreach efforts in Permit Term 2.

The Storm Water Program is responsible
for implementing the
National Pollutant Discharge Elimination System (NPDES) Phase II
permit for Municipal Separate Storm Sewers (MS4) for the city of
Jeffersonville. The permit's primary purpose is to improve the
quality of storm water runoff generated within the city.
Six minimum control measures are
utilized to meet U.S. Environmental Protection Agency and Indiana
Department of Environmental Management Requirements to improve the
water quality of runoff that enters streams and the Ohio River from
Jeffersonville, including:
1. Public education and outreach;
2. Public involvement and participation;
3. Illicit discharge detection and elimination (IDDE);
4. Construction site storm water run-off control;
5. Post-construction storm water management in development and
redevelopment; and,
6. Pollution prevention and good housekeeping for municipal

public education and outreach and public involvement and
