Indiana Code 36-4-6 establishes the City Council as a city's
fiscal and legislative branch of government.
City
Councils adopt resolutions and ordinances and, in general, must
approve long-term expenditures such as bond issues. Each year, the
City Council adopts a budget proposal for the following year, then
submits it to the
Indiana Department of Local Government Finance,
which has the final say on how much money local governments are
allowed to spend. Once the state approves a city's budget, the City
Council has general control over appropriations and expenditures.
Indiana Code 6-1.1 establishes property tax laws within the
state and
Indiana Code 6-3.5 addresses local taxes, most of which can only
be imposed by the County Council, rather than the City Council.
Indiana Code 36-1-15 governs limitations on municipal debt.
The City Council is also responsible for establishing its own
legislative districts, under
Indiana Code 36-4-6-4, however, all voting precincts within a
county are established by the County Commissioners under
Indiana Code 3-11-1.5-2.
In 2008, the Indiana General Assembly
approved sweeping tax reform legislation which increased the state's
sales tax from 6 to 7 percent and removed local school general funds
(or operation budgets) from property tax rolls. In 2009, the Indiana

Jeffersonville's City Council includes
two at-large (elected citywide) and five district members. Due to
Jeffersonville's becoming a Second Class City, the council will
expand to nine members on January 1, 2012, after three at-large and
six district council members are elected in 2011.
The Jeffersonville City Council meets at
6:30 p.m. on the first and third Mondays each month in Room 101,
City Hall, 500 Quartermaster Court. When a regular meeting date
falls on a city holiday, the council meets the following Monday at
the same time and place.
The City Council meets twice on Monday,
December 19 at City Hall, 500 Quartermaster Court. At 5:30 p.m. in
the Third Floor Conference Room, the council meets in executive
session for the purpose of discussing pending litigation. At 6:30
p.m. in Room 101, the council meets in regular session. Click

Agendas are
generally available the Thursday or Friday before a Monday meeting,
however, the City Council may amend the posted agenda at the
beginning of its meeting.

Nathan Samuel is in his first full term
on the City Council (2008-11) and represents the city at-large. He
joined the council in June 2007 when Councilman Phil McCauley
resigned his seat to accept a position on the Indiana Ports
Commission.
He serves as City Council President
during 2010.
Since joining the council, Samuel has
taken leadership roles relative to public safety, having served as
the board's liaison with the police and fire departments, and public
finance, serving on the Budget & Finance Committee with Ron Grooms
and Mike Smith. Samuel has also represented the City Council on the
Jeffersonville Redevelopment Commission.

Mike Smith is in his first term as the
District 1 councilman (2008-11).
Smith served 32 years as a
Jeffersonville firefighter -- including eight years as the city's
fire chief -- before retiring in 2007.
As a council member, Smith has been
involved with legislation helped to ensure better fiscal
accountability and best fiscal practices and he serves on the
council's Budget & Finance Committee with Ron Grooms and Nathan
Samuel.
Remaining true to his career as a
firefighter, Smith remains interested in public safety and is
frequently at the forefront of such discussions.

Ed Zastawny is in his second term as
District 2 councilman (2004-07, 2008-11).
He represents the City Council on the
Jeffersonville Redevelopment Commission and has been involved with
several key economic development projects during his council tenure.
Zastawny played a critical role in
moving City Hall from the former City-County Building to its present
location at the center of Quartermaster Station. When the idea of
moving City Hall had stalled, it was Zastawny who helped press the
issue by introducing a resolution supporting the move.

Connie Sellers is in her second term as
District 4 councilwoman (2004-07, 2008-11).
Since joining the council, Sellers has
been instrumental in saving sewer rate payers $20 million on
projects related to the reduction of Jeffersonville's combined sewer
overflows. She also played a pivotal role in the passage of the
city's property maintenance ordinance, which makes property owners
who are in violation of city zoning codes responsible for the costs
of cleaning up their property, an expense that had previously been
picked up by taxpayers.
Sellers works as a code enforcement
officer and has served as a volunteer at the J.B. Ogle Animal
Shelter. As a council member, she played a leading role in updating
the city's animal control ordinance and in ensuring that the shelter
had the opportunity to work with reputable animal rights groups to
greatly reduce the number of healthy animals that are euthanized
each year.
